“Parlament palatalarining qo‘mitalari va komissiyalarining faoliyatini takomillashtirish: milliy va xorijiy tajriba” mavzusidagi Respublika ilmiy seminari bo‘lib o‘tdi
Respublika ilmiy seminari ishida milliy qonunchilik va xalqaro huquq sohasining yetuk mutaxassislari ishtirok etdi. Jumladan, seminarda O‘zbekiston Respublikasi Oliy Majlisi Qonunchilik palatasi deputatlari, Senat a’zolari, Qonunchilik muammolari va parlament tadqiqotlari instituti olimlari, Toshkent davlat yuridik universiteti, Davlat boshqaruvi akademiyasi professor-o‘qituvchilari hamda xorijlik ekspertlarning ma’ruzalari tinglandi. Shuningdek Seminarda, yosh olimlar, doktorantlar, universitet talabalari qatnashdi.
Seminarda so‘nggi yillarda Oliy Majlis palatalarining mamlakat ichki va tashqi siyosatiga oid muhim vazifalarni hal etish hamda ijro hokimiyati faoliyati ustidan ta’sirchan parlament nazoratini amalga oshirish bo‘yicha faoliyatidagi islohotlar ilmiy tahlil qilindi. Jumladam, o‘tgan davrda hukumatning Davlat dasturi ijrosi bo‘yicha parlament oldida har chorakda hisobot berishi, O‘zbekiston Respublikasi Bosh vazirining taqdimiga binoan hukumat a’zolari nomzodlarini Oliy Majlis Qonunchilik palatasida muhokama qilish amaliyoti, “hukumat soati” institutining joriy etilganligi ilg‘or parlamentarizm tajribasiga muvofiq tarzda amalga oshirilganligi e’tirof etildi.
O‘tkazilgan tadbir doirasida ishtirokchilar O‘zbekiston Respublikasida qonun ijodkorligi va qonunchilik faoliyati, parlament nazoratini takomillashtirishda parlament palatalarining qo‘mitalari va komissiyalari rolini oshirish istiqbollari va hozirgi kundagi holati, jumladan ular faoliyatining huquqiy va ilmiy asoslarini muhokama qildi. Bundan tashqari, parlament qo‘mitalari va komissiyalari faoliyatini tashkil etish va rivojlantirish borasida samarali xorijiy va xalqaro tajriba, jumladan AQSH, Yevropa Ittifoqi va Koreya Respublikasining tajribalari tahlil qilindi hamda turli muammoli masalalar yuzasidan fikr almashildi.
Shuningdek, seminarda O‘zbekistonda Barqaror rivojlanish maqsadlarini amalga oshirishda parlamentning roli, Qonunchilik palatasi faoliyatida fraksiyalarning roli va ahamiyati kabi mavzularda mazmunli ma’ruzalar keng muhokama qilindi.
Seminar yakunida mamlakatimizda parlament palatalarining qo‘mitalari va komissiyalari faoliyatini rivojlantirish hamda uning davlat va jamiyat boshqaruvidagi o‘rnini mustahkamlash, parlament nazoratining sifat samaradorligini oshirish, xalqaro amaliyotni joriy qilish bo‘yicha taklif va tavsiyalar ishlab chiqildi.
Прошел Республиканский научный семинар на тему «Совершенствование работы комитетов и комиссий палат парламента: отечественный и зарубежный опыт»
В Республиканском научном семинаре приняли участие ведущие специалисты в области национального законодательства и международного права. В частности, заслушаны доклады депутатов Законодательной палаты Олий Мажлиса Республики Узбекистан, членов Сената, ученых Института проблем законодательства и парламентских исследований, преподавателей Ташкентского государственного юридического университета, Академии государственного управления, а также зарубежные специалисты. В семинаре также приняли участие молодые ученые, докторанты и студенты университета.
На семинаре был проведен научный анализ реформ деятельности Олий Мажлиса за последние годы для решения важных вопросов внутренней и внешней политики и осуществления эффективного парламентского контроля над исполнительной властью. В частности, практика ежеквартального отчета правительства перед парламентом о выполнении Государственной программы, практика обсуждения кандидатов в правительство в Законодательной палате Олий Мажлиса по представлению Премьер-министра Республики Узбекистан, введение института «правительственного часа» в соответствии с практикой парламентаризма.
В ходе мероприятия участники обсудили перспективы и текущее состояние законотворчества и законодательной деятельности в Республике Узбекистан, роль комитетов и комиссий палат парламента в совершенствовании парламентского контроля, в том числе правовые и научные основы их деятельности. Кроме того, был проанализирован эффективный зарубежный и международный опыт организации и развития парламентских комитетов и комиссий, в том числе опыт США, Европейского союза и Республики Корея, состоялся обмен мнениями по различным проблемным вопросам.
На семинаре также обсуждались роль парламента в достижении целей устойчивого развития в Узбекистане, роль и значение фракций в Законодательной палате.
По итогам семинара были разработаны предложения и рекомендации по развитию деятельности комитетов и комиссий парламентских палат в стране и усилению их роли в государственном управлении, повышению качества парламентского контроля, внедрению международной практики.
The Republican scientific seminar on "Improvement of work of committees and commissions of the chambers of Parliament: domestic and foreign experience" took place
Leading specialists in the sphere of national legislation and international law took part in the Republican scientific seminar. In particular, reports of the deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, members of the Senate, scientists of the Institute of the problems of legislation and parliamentary research, professors of Tashkent State University of Law, the Academy of Public Administration, as well as foreign specialists were presented. Young scientists, doctoral candidates, and university students also took part in the seminar.
The scientific analysis of the reforms of the Oliy Majlis in recent years to address important issues of domestic and foreign policy and exercise effective parliamentary control over the executive power was carried out at the seminar. In particular, the practice of quarterly reports of the government to the Parliament on the implementation of the State program, the practice of discussing candidates for the government in the Legislative Chamber of the Oliy Majlis upon the submission of the Prime Minister, the introduction of the institute of "government time" by the practice of parliamentarism.
During the event, the participants discussed the prospects and the current state of lawmaking and legislative activity in the Republic of Uzbekistan, the role of committees and commissions of the parliamentary chambers in improving parliamentary control, including the legal and scientific basis of their activities. Besides, the effective foreign and international experience in the organization and development of parliamentary committees and commissions, including the experience of the USA, the European Union, and the Republic of Korea were analyzed, the exchange of opinions on different issues took place.
The role of the Parliament in achieving sustainable development goals in Uzbekistan, as well as the role and importance of factions in the Legislative Chamber were also discussed at the seminar.
As a result of the seminar, proposals and recommendations were elaborated to develop the activity of committees and commissions of the parliamentary chambers in the country and enhance their role in public administration, increase the quality of parliamentary control and introduce international practices.
