Higher education: graduated from the Moscow State Institute of International Relations in 1984. Speaks English, French, Pashto and Dari languages. He has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary, awarded in December 2018.

He worked in various positions in the central office of the Ministry and abroad. 2002-2006 — Deputy Permanent Representative of Russia to the European Communities in Brussels, Belgium. In 2006-2009 — Deputy Director of the Department of Pan-European Cooperation of the Ministry of Foreign Affairs of Russia. In 2009-2014— he was the Russian Ambassador to Afghanistan. In 2014-2017, he was the Regional Representative of the UN Office on Drugs and Crime for Afghanistan and neighboring countries. Since September 2017 — Ambassador-at-Large of the Russian Foreign Ministry.
