I believe that in order to be on the same wavelength you don’t have to know other native’s language very well. So that to understand the people, you only need to study the culture and the people themselves in daily life.

Culture is a set of beliefs, values, norms and behaviors of a nation. Moreover, it seems to Me that in order to catch up with the people, it is not necessary to be a "linguist" of their language. If a foreigner wants to get to know the people better, they can start small - start studying their history. After all, every nation originates from the history of their ancestors. It is also important how they live now, if not a native speaker wants to understand the natives, then they need to read the news of our days about this peoples. The 21st century is the age of new information and everything you want can be found on the Internet, if not there, then in books.

Another reason that a person don’t have to speak language well to understand native is multilingualism in many countries. Nowadays, not even all representatives of a nationality know their native language, for example, our country and our Kazakh people. It is probably no secret that many Kazakhs do not know their language perfectly, and not everyone can actually speak it well. However, we are all familiar with our culture and spread it among other nationalities that live in the same country with us,for example,Tatars, Russians,Uighurs.

In conclusion, We are all human beings, and despite the divisions of nationality, we can easily understand and learn each other's culture and traditions.
