To open an unsigned application, you need to right-click the application or hold down the Control key and select "Open". This works in macOS Sierra as well as in previous versions of macOS.

You will be warned that the application was created by an unidentified developer - in other words, it is not signed with a valid developer's signature. If you trust the app, click Open to launch it.
