The Federal Security Service of Russia could create its own opposition in the country
It includes a whole infrastructure: its oppositionists, its own mass media, criticizing the government like the radio station Echo of Moscow, in which 66% of the shares belong to Gazprom-Media that is the state, its "enemies", leaking information about who flew which plane, but the names of the flying people can be made up etc.
The Federal Security Service (“FSB”) agents can register on popular portals and spread misinformation about Navalny, write comments that he is “fighting the Kremlin”, “Putin hates him” etc. In reality, Navalny could be an “FSB” agent and those who write such comments could just support Navalny image that he is “against” the Kremlin.
Vladimir Putin is doing the same. He tries in every possible way not to mention Navalny's name, demonstrating to the Russians that he does not like him, but in fact, Putin can cover Navalny with such actions, helping to keep his image of a "foreign" agent, “oppositionist”, etc.
Russian state media, federal TV channels, Vladimir Solovyov and other journalists, who almost daily publish information that Navalny is an “enemy” of the Kremlin, covering him in the information space.
Because if the Russian opposition believes that Navalny is an "enemy" of the Kremlin, it will begin to cooperate with him and fall into a trap. Then their data will be transferred very quickly to the security forces, and then they will be mysteriously eliminated.
This is exactly what happened with the real opposition in Russia in recent years, who took Navalny to themselves, thought that he was “their own” but it turned out that he was a sent agent who leaked them.
The FSB could even have its own allegedly anti-Russian abroad mass media that would help the dummy "oppositionists" in Russia. For example, Navalny could refer to this foreign media about which everyone thinks that it is “against” the government in Russia, he could take data from it and say “look, the journalists of this media have proved that the Russian government was chasing me ...”, and in fact this foreign media as well as the state media in Russia could just cover up FSB agents by publishing disinformation, misleading etc.

Echo of Moscow as you know is 66% owned by the Russian state through Gazprom-Media.
The radio station "Echo of Moscow" began broadcasting on August 22, 1990. Since November 2001, the radio station has been part of the Gazprom-Media holding (Echo of Moscow).
If a radio station belongs to the state, then it obviously cannot be oppositional. Because the radio station would work against those on whose money it exists which is impossible.
Alexey Navalny is a frequent visitor to Echo of Moscow. Here the infrastructure of the FSB's own opposition is clearly manifested: its own “oppositionist” comes to the state “opposition” media, where they broadcast to Russians about social and political events but in reality they perform certain high-ranking tasks.
The tactics by which Navalny is acting is the accusation of Putin, and then everyone will certainly consider him "theirs" and trust him. All this and similar techniques have long been used by the FSB, the KGB, the GRU, together with the strategy of "live bait" etc.
The real opposition in Russia needs to rethink all the available facts and understand that a whole the Federal Security Service infrastructure can be built against it, which has penetrated into all spheres. The Russian opposition needs its own trusted people and its own mass media.
