Here overstay means either you renew the 14-day period which can be done only one time, or you illegally overstay. For the renewal, individuals have to pay AED 250 plus service charge.

A transit visa or a stopover visa is a type of permit that allows one to pass through a country. Therefore, it does not enable staying or any other purpose.
