CORONAVIRUS IN RUSSIA: NON-WORKING WEEK IN RUSSIA AND HOME ISOLATION IN MOSCOW

In accordance with the Decree of the President of Russia No. 206 dated 25 March 2020 this week is declared non-working which invokes limited work of migration offices.

Authorities of Moscow and Moscow Region obliged citizens to stay at home from 29 March and not to go out without necessity.

Also, in accordance with the Decree of the Government of Russia No. 763-p dated 27 March 2020 crossing of Russian state border by Russian and foreign nationals is limited.

What are the changes?

1. Days from 30 March till 3 April are declared non-working in Russia. This does not apply to organisations which function continuously or provide essential services (medical institutions and pharmacies, food stores, courier delivery) as well as to public authorities.

2. A regime of home isolation for public is introduced in Moscow and Moscow Region. Citizens must stay at home and may go out only to work (if obliged) or to the closest food store, to walk pets close to the house and to take out garbage.

NB! Due to these measures the work of migration offices and acceptance of applications is limited:

  • Migration authorities in Moscow and Moscow region, including office in Sakharovo, district migration offices and multifunctional centres have ceased in-person acceptance of applicants. The office located at 42 Pokrovka Street accepts applications for transit visas only.
  • Migration authorities in St. Petersburg and other region continue to accept applications as per latest reports.District migration departments continue to accept documents on the basis of preliminary online appointment.

3. Effective 12 AM, 30 March 2020 the crossing of Russian state border through land border checkpoints as well as the crossing of the land border with Belarus by Russian nationals and foreign nationals (including permanent residents) is restricted.

NB! The restriction does not apply to some special categories of Russian and foreign nationals including foreign nationals entering into Russia who are spouses, children or parents of Russian nationals.

In this situation Intermark team will continue its work and is ready to provide as much support as allowed by enacted restrictions on work of migration authorities.

As of today, it is unclear if the period from 30 March till 3 April should be counted for the purpose of calculating terms (including deadlines for submitting employment notifications and migration registration applications).

To avoid risks our recommendation is to submit documents within regular deadlines (to count all days) if possible in practice and to send documents by post where acceptable. In case of impossibility to submit documents within regular deadlines we recommend referring to the provisions of the presidential decree and rules of calculating deadlines specified in Articles 190-194 of the Civil Code of Russia.
