Delivery Unit will be embedded at the Agency for Strategic Reforms under the President of Uzbekistan. Similar to the international best practices, the idea is for the Delivery Unit to track a very small number of priorities that will have a positive effect nationwide. There are three sectors selected for tracking, based on the priorities declared in the National Development Strategy until 2026. Drinking water, healthcare, and public education. Delivery Unit will work closely with the selected Ministries (Ministry of Health, Ministry of Preschool and Public Education and JSC Suvtaminot) and track very specific targets, such as the quantity of newly built schools in the regions, the quality of drinking water and bringing it in pipelines to a new 5.5. mln users in rural areas or distributing iodine supplements to 9 mln children annually. All priorities selected are those making difference for the citizens. The distinction of the DU compared to other units that are focused purely on tracking the government KPI’s is its problem-solving ability and focused mandate.
Job summary: The Public Education Specialist will lead the work of the Delivery Unit to identify the right data sources, analyze trends and develop the right strategic approach to delivery on education related KPIs. In consideration of the crucial role that school infrastructure plays in achieving the desired learning outcomes, the increase in the number of students results in the need for additional resources. Specialist will be able to contribute to the policy-making, as well play crucial role in tracking progress.
Approved KPIs relate to school infrastructure, which plays an essential role in education for resolving problems of students’ access to the school system and improving their performance. Proper infrastructure, which includes: chairs, tables, desks, lighting systems, sanitary services, and internet services enable students to comfortably stay and learn in school. Scope may be further expanded later.
· Review of public education/infrastructure rehabilitation/management issues facing the Ministry of Pre-school and Public Education and its subsidiaries, including identification of gaps in policy, systems, processes, and critical human resource capacity
· Development of appropriate policies and strategies to ensure effective delivery of relevant KPIs approved for the Ministry of Preschool and Public Education.
· Together with the Data Analyst make accurate, reliable, country-wide data relevant to the KPIs approved for the Ministry of Preschool and Public Education available to decision-makers.
· Design a capacity development plan for the Ministry, including a schedule for implementation.
· Liaise with the leadership of the Delivery Unit to identify data needed and provide assistance in developing metrics for tracking projects.
· Liaise with the leadership of the Delivery Unit to define new data collection and analysis
processes and reporting requirements.
· Interpret trends or patterns in complex datasets.
Educational and Experience Requirement:
· Degree in Public Education, management, social science, economy or any other related field.
· At least 3 years of experience working on project delivery within a complex delivery system.
· Understanding of infrastructure, learning environment.
· Understanding key government and non-government stakeholders in areas related to KPIs
· Experience in the usage of computers and office software packages, experience in handling of web-based management systems. IT skills.
· Excellent analytical skills are desirable
· Ability and experience to review, analyze data
· Outstanding attention to detail and a meticulous approach to work
· Good communication skills, both written and verbal
· Excellent interpersonal skills and ability to work in cross-functional teams with colleagues.
· Good knowledge of the Results Management Guide and Toolkit
· Education related data is up-to-date in the database/dashboard on the KPIs tracked by the Delivery Unit
· Evidence of effective delivery on the KPIs, tracking and monitoring in the Delivery Unit
· Sources of information related to policy-driven issues identified and addressed.
