Delivery Unit will be embedded at the Agency for Strategic Reforms under the President of Uzbekistan. Similar to the international best practices, the idea is for the Delivery Unit to track a very small number of priorities that will have a positive effect nationwide. There are three sectors selected for tracking, based on the priorities declared in the National Development Strategy until 2026. Drinking water, healthcare, and public education. Delivery Unit will work closely with the selected Ministries (Ministry of Health, Ministry of Public Education and JC Suvtaminot) and track very specific targets, such as the quantity of newly built schools in the regions, the quality of drinking water and bringing it in pipelines to a new 5.5. mln users in rural areas or distributing iodine supplements to 9 mln children annually. All priorities selected are those making difference for the citizens. The distinction of the DU compared to other units that are focused purely on tracking the government KPI’s is its problem-solving ability and focused mandate.
Job summary: The main objectives of this assignment are to provide project management and coordination support to the Delivery Unit and transfer knowledge on the project management tools to other national stakeholders. The Specialist is expected to ensure smooth implementation through diligent project management, including timely implementation of the annual work plan and budget, reporting on the work plan and sub-project indicators, producing yearly reports and developing AWPs. Specifically, the Consultant will work closely with the Transformation Offices at the Ministry of Health, Ministry of Public Education and JSC Suvtaminot.
· Lead the work in the Delivery Unit in introducing project management tools to building capacities of the Ministry of Health, Ministry of Preschool and Public Education and JSC Suvtaminot
· Streamlining project management tools in the Delivery Unit, through coordination of the budget, schedule, and other details
· Work with the national stakeholders to define needed sub-projects to achieve targets. Including a review of existing and ongoing activities, projects, and funding; key problems and needs; clear justification for the proposed activities and their contribution; results indicators, baseline data, and targets; and annual work plan.
· Collate guides and manuals on the Project Management in Uzbek language
· Conduct regular learning sessions, trainings on the project management, programme based budgeting
· Design reporting format in conformity with the reporting requirements of the government and donors
- Prepare donors’ financial reports based on the project documents and annual workplans.
- Prepare the budget for the multiyear workplan and annual workplan
- Manage travel and DSAs in the regions in accordance with the annual workplan
Educational and Experience Requirement:
- Bachelors degree or Master’s in development, social science, finance, economics or relevant areas
- Minimum three years of working experience in the area of project management
- Experience with development agencies is highly desirable.
- Experience in developing, managing and monitoring project budgets.
· Experience in the usage of computers and office software packages, experience in handling of web based management systems. IT skills highly desirable.
· Professional certification is required, PMI, Prince 2 or relevant
• Excellent analytical skills are desirable
• Ability and experience to review, analyze and manage large volumes of data
• Outstanding attention to detail and a meticulous approach to work
• Good communication skills, both written and verbal
• Excellent interpersonal skills and ability to work in cross-functional teams with colleagues.
• Good knowledge of the Results Management Guide and Toolkit
· Existence of guidelines on project management for the Delivery Unit and other stakeholders
· Evidence of effective training in project management
· Ability to apply project management throughout the work of Delivery Unit
