From January 1, 2023, it will be prohibited to design and put into use newly built multi-apartment houses without marking waste collection points. This was determined in the decree of the President of Uzbekistan "On the first priority measures to reform the system of organizing work related to waste".

According to the decree, the following mandatory fees collected from business entities - sanitary cleaning enterprises (with the exception of state unitary enterprises) will be canceled:

• Deductions in the amount of 5 percent from the fees collected for providing sanitary cleaning services to the republican association of enterprises specialized in sanitary cleaning;
• Deductions in the amount of 5 percent from the fees collected for the provision of sanitary cleaning services to centers of organization of sanitary cleaning services.

Until January 1, 2026, for business entities whose main activity is waste collection, removal, sorting and processing, profit tax (except for interest from funds placed in commercial banks) and social tax rate for this type of activity It is used in the amount of 1 percent.

The period of transfer of special motor vehicles and equipment to a private partner on the basis of public-private partnership at the expense of state-owned enterprises specializing in the implementation of works related to solid household waste will be extended from 7 to 10 years and with a one-year grace period.

Sanitation enterprises that are small business entities:

• guarantees of up to 50% (including 50%) of banks' loans in national currency within the framework of implementation of investment projects, but the total value does not exceed 2.5 billion soums;
• Within the framework of the implementation of investment projects until January 1, 2024, banks' loans in national currency with a total value of 5 billion soums, with an interest rate not exceeding 1.5 times the Central Bank's main rate, exceeding its main rate, but more than 30% of the main rate To cover the non-p part, compensations are provided on the basis of the "2+1" principle for up to three years.

According to the decree, public inspectors of environmental control will be given the opportunity to use "Green Space" and other platforms maintained by the State Ecology Committee.

In addition, the "Ecological patrol" system will be expanded by giving the following tasks and powers to the preventive (large) inspectors of the base point of the internal affairs bodies to carry out environmental control in the neighborhoods:

• implementation of prevention of crimes related to ecology, environmental protection and use of nature in neighborhoods, as well as fight against poaching;
• direct administrative prosecution and pre-investigation of crimes related to ecology, environmental protection and use of nature, as well as combating poaching.

Public inspectors of environmental control are encouraged with monetary rewards based on the results of identifying cases of violation of the requirements of the legislation on ecology and environmental protection and taking necessary measures.

The amount collected as a fine as a result of taking measures to hold administratively responsible for offenses in the field of ecology and environmental protection of the preventive (senior) inspectors of the base of internal affairs bodies, employees of the Patrol Post Service and military personnel (employees) of the National Guard 30 percent of them are encouraged with a cash prize.

Until January 1, 2023, a system will be introduced to notify residents of their debts for the collection and removal of solid household waste through the billing system for the used electricity.

Until October 1, 2022, residents will have the opportunity to pay for solid household waste collection and removal services through all existing payment systems.

By November 1, 2022, the unified electronic system of payment and accounting of mandatory fees by the population for the collection and removal of solid household waste will be integrated with the interdepartmental integration platform of the "Electronic Government" system and the "Exit Passport" information system is provided.
