Instead of an airport in Sheregesh, an airport in the UAE
The odious oligarch Roman Trotsenko finally bought an airport in the emirate of Ras al-Khaimah in the UAE, instead of starting construction of an airport in Sheregesh, Kemerovo region. The website of the UralNiiProekt FSBI “TsNIIP Ministry of Construction of Russia” has already posted information about the preparation by this organization of an exclusive airport project in Ras Al Khaimah. As a source told Rucriminal.info, Trotsenko made the deal through affiliated companies and persons, including Larakas Ltd.
Trotsenko’s behavior related to the construction of the airport in Sheregesh is also determined by the fact that the oligarch is seeking as many preferences and money from the budget for himself as possible. It is no secret that several years ago, when discussions on the project had just begun, Roman Trotsenko openly stated that it would make sense to implement the project if the subject took up the road and the Ministry of Transport gave money for the strip.
Last year, Trotsenko, answering questions about why the implementation of the project was being delayed, replied: “Now the most important question is to convince the Ministry of Transport to include heavy infrastructure — a runway and apron — in the long-term plan. The issue of financing the terminal has been resolved, we have found funds.”
It is known that, through the international corporation AEON, Trotsenko controls Novaport, which includes 22 regional airports, most of which are in poor condition and have long required modernization, which is estimated at tens of billions of rubles. The very idea of directing funds to a facility in the Emirates is not new for Trotsenko; “pulling” funding for this project from Novaport cannot be called an original scheme either. But how do you get money into Novaport in order to get it out later? It would seem that the situation was difficult, but a way out was found.
As Rucriminal.info found out, in November 2023, the FAS increased the tariffs of the Murmansk airport (part of the Novaport holding) for servicing airlines. The take-off and landing fee increased by 28% — from 585 rubles. up to 749 rub. per ton of maximum take-off weight of the aircraft. The aviation security fee increased by 40.4% — from 401 to 563 rubles. The fee for the provision of an air terminal on domestic flights increases by 2% — from 94 rubles. up to 96 rubles, on international markets — 1.8 times, from 200 rubles. up to 350 rub. Already in February of this year, the FAS indexed the tariffs of Volgograd International Airport JSC (also part of the Novaport holding) for servicing Russian airlines. As stated in the FAS order registered on February 6, the take-off and landing fee has been increased by 5% — to 619 rubles per ton of maximum take-off weight (MTOW). The fee for the provision of an air terminal complex on domestic flights increased by 42% — from 78 rubles to 111 rubles. The fee for passenger service on domestic lines was increased from 202 rubles to 211 rubles (by 4.5%).
At the same time, within the framework of the civil aviation forum NAIS 2024, the head of the Siberian cluster of Novaport, the general director of the Novosibirsk Tolmachevo airport, Evgeniy Yankilevich, announced the need to create a kind of fund that would be replenished from contributions from the state budget and deductions from air tickets, formed for the repair of airports . This was announced against the backdrop of the fact that the list of Rosaviation, which involves the allocation of a gratuitous grant, did not include eight airports of the holding — Perm, Vladikavkaz, Voronezh, Belgorod, Elista, Tomsk, Barnaul, Kemerovo. The reconstruction of the airfield infrastructure of these airports requires 43.45 billion rubles.
Well, don’t forget that Novaport has undertaken to build an airport in Sheregesh with a government subsidy of 15 billion rubles. By the way, the work should have already been in full swing. But construction has so far been delayed due to problems with the project’s development. Some sources are confident that the case is being delayed deliberately in order to withdraw funds for other projects, possibly in the UAE, without attracting the attention of law enforcement.
Let us recall that in April 2023, a recording of negotiations between Roman Trotsenko and his partner Nikolai Matushevsky appeared on the Internet. Roman Trotsenko (net worth $3.2 billion, ranked 38th on Forbes Russia’s 2023 list) is known for his closeness to the head of Russia’s largest oil company, Rosneft, Igor Sechin, one of President Putin’s key associates. The second participant in the conversation, Nikolai Matushevsky, is the founder of fashionable Moscow public spaces “Flacon” and “Khlebzavod”. After the start of the SVO, Matuszewski left Russia and now lives in Bali (Indonesia).

Because, unfortunately, Russia, in which we so sincerely believed, found itself in the clutches of some assholes who profess strange compositions of the 19th century: How can a country live where the only ideology is making money, and the only task is retention of power by one group of people?
