The Spetsavtobaza gang is not enough! The Uralmash group, through its deputy Vikharev and nominal Kopytov, captures another garbage collector
Concerned and vigilant readers continue to report to the editorial office of Kompromat-Ural new details of the activities of the Uralmash organized crime group to “cultivate” the monopolized market for collecting money from businesses and the population under the so-called garbage reform.
Let us recall that the clan of the founder of the Uralmash organized crime group Sergei Terentyev (nickname: Terekha) has been controlling the largest regional solid waste operator, EMUP Spetsavtobaza, for several years now, serving Yekaterinburg and some adjacent territories. Terentyev’s son-in-law (through his adopted daughter Yana) is providing political cover for his plans. Alexey Vikharevin whose PR the group annually invests tens of millions. First, Uralmash made Vikharev a deputy of the Yekaterinburg City Duma, and last year they managed to get him the post of head of the United Russia (*aggressor country) faction in the city parliament.
“Spetsavtobaza” is headed by Natalia Zubova – a proven employee of Terentyev and Vikharev. Before taking the position of director of the “garbage” EMUP, Zubova was an unknown accountant in several LLCs and a dog food seller. Obviously, the “Uralmashites” would not have been able to take over and hold one of the key municipal unitary enterprises of the capital of the Urals Federal District without the go-ahead from the governor Evgeniya Kuyvasheva and the loyal position of his creature, the mayor of Yekaterinburg Alexey Orlov.
The coveted “Ecoservice” The guaranteed cash flow of the “garbage tax” has additionally whetted the appetite of the real beneficiaries of “Spetsavtobaza”. According to information received by the editorial office of “Kompromat-Ural”, the Terentyev-Vikharev clan has currently set the task of a raider takeover of another regional operator – OOO TBO “Ekoservis”. A greenmail attack has been organized against this company, the face of which is the “nominee of the OPS”, a minority shareholder of “Ekoservis”. Mikhail Kopytovinformed sources characterize him as a deliberately dummy figure from the Terentyev/Vikharev camp.
The aggressive tactics against the tasty target company are based on a wave of lawsuits against OOO TBO Ecoservice. Recently, the companies Orion and Ecotechprom filed new lawsuits, seeking to recover a total of almost 100 million rubles. Earlier, these same commercial structures, as well as OOO Vyvozdovkhodov, had already filed lawsuits against TBO Ecoservice for a total of 460 million. Most of the claims are currently being considered by the courts; they concern violations of payment terms for waste transportation. In addition, Ecotechprom is challenging the unilateral termination of the transport lease agreement by the regional operator.
Meanwhile, the protracted proceedings have already led to a garbage collapse in a number of municipalities. In particular, residents of Pervouralsk, Revda, Verkhniy Tagil, Novouralsk and other cities complain about the violation of the waste removal schedule. It is known about the initiation of criminal cases under articles on the performance of work or the provision of services that do not meet safety requirements and abuse of authority. Contract criminal cases are an important element of carefully planned raider aggression.
In addition, the above-mentioned minority shareholder of Ecoservice Mikhail Kopytov initiated collection from the main founder and director Anna Raspopova losses in the amount of approximately 65 million rubles. As part of the process, the court took interim measures, seizing the accounts of not only the defendant, but also the entire enterprise.
In addition, Kopytov is disputing a number of transactions carried out by Raspopova, which, in his opinion, were aimed at withdrawing the regional operator’s property through affiliated companies, and we may be talking about a sum of 150 million rubles.
The goal of the mafia attack on Ecoservice is not necessarily to gain control over the company. Most likely, the customers have set the task of depriving it of the status of a regional solid waste operator, thus clearing the “field” for the Terentyev/Vikharev structure.
The corresponding “expert” comments are already being circulated in the media. Thus, the president of the Green Ural Foundation Nikita Solovyov believes that the arrest of the company’s accounts may worsen the situation. “The regional operator will again not have enough vehicles,” he noted. In his opinion, this may end with the deprivation of the regional operator status of TBO “Ecoservice”. “We must wait for the results of all the inspections that are currently being conducted by the prosecutor’s office. The result of these inspections may be a demand addressed to the governor to deprive TBO “Ecoservice” of the regional operator status.” In such a scenario, Kuyvashev will wash his hands of it under the pretext of fulfilling the requirements of the inspectors.
