The error in question when connecting to a printer can manifest itself in different ways: sometimes it occurs with any connection attempt, sometimes only when you try to connect a network printer by name (and when connecting via USB or IP address, the error does not appear).

But in all cases, the solution method will be the same. Try the following steps, most likely they will help you fix error 0x000003eb

  1. Delete the printer with the error in Control Panel - Devices and Printers or in Settings - Devices - Printers and Scanners (the last option is only for Windows 10).
  2. Go to Control Panel - Administration - Print Management (you can also use Win + R - print management. MSc )
  3. Expand the section "Print servers" - "Drivers" and remove all drivers for the printer with problems (if during the uninstallation of the driver package you receive a message that access was denied - this is normal if the driver was taken from the system).
  4. If a problem occurs with a network printer, open the "Ports" item and delete the ports (IP addresses) of this printer.
  5. Restart your computer and try installing the printer again.

If the described method did not help to fix the problem and still cannot connect to the printer, there is another method (however, theoretically, it can be harmful, so I recommend creating a restore point before continuing):

  1. Follow steps 1-4 from the previous method.
  2. Press Win + R, enter services.MSC, find in the list of services "Print Manager" and stop this service, double-click on it and click the "Stop" button.
  3. Launch Registry Editor (Win + R - regedit ) and navigate to the registry key
  4. For Windows 64-bit - HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Print \ Environments \ Windows x64 \ Drivers \ Version-3
  5. For Windows 32-bit - HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Print \ Environments \ Windows NT x86 \ Drivers \ Version-3
  6. Delete all subkeys and settings in this registry key.
  7. Go to the C: \ Windows \ System32 \ spool \ drivers \ w32x86 \ folder and delete folder 3 from there (or you can simply rename it to something so that in case of problems you can return it).
  8. Start the Print Manager service.
  9. Try installing the printer again.
  10. That's all. Hopefully one of the methods helped you fix the "Windows cannot connect to printer" or "Failed to install printer" error.
