History of the Korean Law and Research Center
Korean Law and Research Center was established at Tashkent State University of Law (TSUL) on February 26, 2025. With support from KOICA (Korea International Cooperation Agency) and Korean Education Center, one Korean law professor and one Uzbek Korean language teacher began working at the center.
From February to May 2025, the center launched First-level Korean language course. From September to December 2025, it plans to offer both First and Second Korean language courses as well as an introductory course on the Korean legal system.
The long-term goal is to provide advanced Korean language and legal education to outstanding TSUL students so that they can pursue master’s and doctoral degrees in Korea.
TSUL has signed MOUs with Sogang University Law School, Ajou University Law School, Inha University Law School, and Sungshin Women’s University.
In June 2025, four prominent Korean law professors are scheduled to deliver week-long special lectures on Intellectual Property Law, Competition Law, Environmental Law, and Law in the Age of AI. These activities aim to expand legal education and research exchange between the two countries.

KOICA Project
Beginning in 2026 and continuing through 2030, KOICA will allocate approximately USD 15 million in Official Development Assistance (ODA) to the Ministry of Justice of Uzbekistan and TSUL. The project aims to expand public legal services and enhance the capacity of legal education.
The project consists of three major components:
- Development of legal AI
- Establishment of an electronic law library
- Promotion of joint legal research and academic exchange between Uzbekistan and Korea
The legal AI system will help the public access legal services more easily. The electronic law library and collaborative research initiatives are intended to improve the quality of legal education and scholarship.
The academic exchange program will include professor and student exchanges, summer schools and graduate programs in Korean universities, short-term special lecture series in specialized legal fields, academic conferences, and joint research and publication efforts.
