Business meeting on W.E.T.E.R and V.O.D.A projects at the Punjab Energy Development Agency (PEDA)

The active work of the W.E.T.E.R and V.O.D.A project team and participants continues to promote innovative energy technical solutions developed within the framework of these projects in the Republic of India. The proposed W.E.T.E.R and V.O.D.A projects aimed at the development of alternative energy are of interest not only to influential people in the country, but also to specialists of government agencies involved in the development of energy, the creation of effective infrastructure. Innovative technical solutions can define a new approach in the energy industry to introduce advanced technological processes for electricity production, in the infrastructure of cities and settlements. The design and creation of new power generating buildings and hydropower plants meets the demands of the energy industry and environmental safety, can contribute to the formation of an efficient infrastructure and partially solve problems with energy conservation, which is relevant for the growth of the economy as a whole, improvement of the social sphere and the development of a wide range of services. The need to introduce innovative technical ideas is obvious for a country like India, with the largest economy in the world. Dr. Harcharan Singh Ranauta and Manvinder Ranauta Singh organized a meeting between Denis Tiaglin, inventor and Project Manager of W.E.T.E.R and V.O.D.A, and Mr. H.S. Hanspal, Chairman of the Punjab Energy Development Authority (PEDA). The meeting took place on January 5, 2024 at the main government office of PEDA, which was attended by Dr. Harcharan Singh Ranauta with his son Manvinder Ranauta and active project participants, the StartUp Advisor team consisting of: Artem Leonov, Maxim Sergeev, Ruslan Kovalev and Maxim Ovtin. During the business meeting, the Chairman of the Punjab Energy Development Authority (PEDA), Mr. H.S. Hanspal, familiarized himself with the W.E.T.E.R and V.O.D.A projects being developed as part of the projects with technical solutions for electricity generation: wind power complex and hydropower plant. During the presentation of projects and technical energy facilities under development, their designs, technological processes used, and proposed design and architectural solutions for such facilities were presented. The parties to the meeting discussed the prospects for the implementation of W.E.T.E.R and V.O.D.A projects and the introduction of proposed technological processes for the production of electricity in production, in the infrastructure of cities and settlements. D. Tiaglin answered a number of questions from the Chairman of the Punjab Energy Development Authority (PEDA), Mr. H.S. Hanspal.

Based on the interest in the proposed innovative energy ideas and the possibility of their implementation in the state of Punjab, the parties to the meeting raised the following issues:

allocation of land for the construction of facilities from the Government of Punjab for free lease and operation for 20 years, followed by the transfer of land and an energy facility to the government;

necessary administrative support for projects in India;

the volume and content of documents required for the legal registration of cooperation between the parties.

Following the meeting, the Chairman of the Punjab Energy Development Authority (PEDA), Mr. H.S. Hanspal, highly appreciated the W.E.T.E.R and V.O.D.A projects, pointed out their importance and relevance for the country's infrastructure development. Mr. H.S. Hanspal expressed his willingness to contribute to the implementation of projects in Punjab, which consists in preparing relevant documents to the Ministry of Energy for the allocation of land for the construction of facilities, the implementation of pilot projects W.E.T.E.R and V.O.D.A, providing administrative support from the Punjab administration and the Government of India.

The meeting is important for the possible implementation of W.E.T.E.R and V.O.D.A projects and the creation of efficient energy facilities in India, which is determined by the competencies of the Punjab Energy Development Agency (PEDA). The Agency has been working purposefully on the development of renewable energy sources in Punjab for more than two decades.

The Punjab Energy Development Agency was established in September 1991 as the central agency of the state for the promotion and development of renewable energy programs/projects and energy conservation programs in the State of Punjab. PEDA is registered as a Society under the Societies Act of 1860.

The Punjab Energy Development Agency under the Ministry of New and Renewable Energy of the Government of Punjab is the State Nodal Agency for the Promotion and Development of New and Renewable Energy Projects (NRSE) and energy conservation measures. The projects are provided with financial assistance from PEDA in accordance with The Punjab New and Renewable Sources of Energy (NRSE) Policy – 2012. In addition, the Punjab State Electricity Regulatory Commission has appointed PEDA as a hub agency for the purposes of REC Regulations and Monitoring of Renewable Purchase Obligations (RPO) in Punjab. In addition, PEDA is an authorized state agency for energy efficiency and energy conservation in accordance with the 2001 Law on Energy Conservation adopted by the Bureau of Energy Efficiency of the Ministry of Energy.

PEDA is currently installing Grid Interactive solar power plants on the roofs of various government buildings and institutions. Participates in the implementation of four solar energy projects with a capacity of 4 MW each for the solarization of agricultural energy at 66 kV substations. These projects will help reduce the burden of agricultural subsidies from the Punjab Government.

The mini/micro hydroelectric power plant has become a recognized and important source of renewable energy. PEDA has taken a leading role in the country by launching eight technology demonstration projects of mini/micro hydroelectric power plants with a total capacity of 9.8 MW. These power plants have been operating satisfactorily since their commissioning. After the successful demonstration of this technology, PEDA attracted the participation of the private sector in such projects. As of August 2021, 56 mini-hydroelectric power plants with a capacity of 172.10 MW have been commissioned in the state of Punjab.

PEDA is working hard to create a sustainable energy future in the state. The Agency has close ties with organizations such as IISC Bangalore, IIT Ropar and GIZ, which are constantly working on new technologies in both the renewable energy and energy efficiency sectors in India and abroad.

By fostering a culture of innovation and remaining open to new ideas, PEDA effectively incorporates the latest developments and trends into its strategies and projects, ensuring relevance and efficiency in the ever-changing energy sector.
