An application has been filed with the Intellectual Property Office of the State of Kuwait on behalf of Denis Tiaglin for a national patent of the invention "Wind Farm". 1st stage

Many businessmen and investors are attracted to the countries of the Middle East, which occupy leading positions in oil production, oil refining and petrochemicals, and have huge gold and foreign exchange resources. These countries have a high level of urbanization and a socially oriented policy of leaders, who, as a rule, represent the hereditary rule of kings and emirs. Among the countries of the Persian Gulf, the State of Kuwait also attracts attention for business activities - it is an urbanized and dynamically developing emirate, which is comfortably located in the northeast of the Arabian Peninsula and on the nearby islands of the Persian Gulf. With the prospect of creating and using a wind energy complex in Kuwait, the application for the invention "Wind Farm" was filed with the Patent Office of Kuwait in the system of the Patent Cooperation Treaty  (PCT) (1970).

In the phase of international patenting, the application for an innovative technical solution PCT/RU2021/050385 dated November 19, 2021 was filed with the International Bureau (IB) of the World Intellectual Property Organization (WIPO) and published on September 9, 2022 on the PATENTSCOPE portal with the number WO 2022/186725 A1. The international application was published after a patent search in the form of a brochure, including a standard title page, description, claims, drawings, and international search report (https://patentscope.wipo.int/search/en/detail.jsf?docId=WO2022186725).

The phase of national patenting in Kuwait began with the filing of an application for the invention "Wind Farm" on September 3, 2023 to the Intellectual Property Office - Trademarks and Patents Department of the Ministry of Commerce and Industry of Kuwait (https://moci.gov.kw/en). The application for the invention was sent by the patent attorney in the interests of the copyright holder of exclusive rights to the result of intellectual activity D. Tiaglin and registered with the authorized body under the number 2023/003847.

The specified application for the invention "Wind Farm" is subject to consideration by the Patent Office of Kuwait in the short term. The main legislative acts regulating relations in the field of intellectual property in Kuwait are:

Law No. 4 of 1962 on Patents, Designs and Industrial Models;

Law No. 71 of 2013 on the approval of the Law on Patents of the Cooperation Council of the Arab States of the Persian Gulf.

Based on the results of consideration of the application for the invention "Wind Farm", it is predicted to receive a patent of the State of Kuwait, and its validity period will be 15 years as from the date of application with possibility of one renewal for a period not exceeding five years (Law No. 4 of 1962, Article 12).

Kuwait is a geographically small country, but a wealthy one with a relatively open economy, with oil reserves of about 102 billion barrels - 9% of world reserves. Oil revenues account for almost half of GDP, 95% of export revenues, 95% of government revenues.

Currently, Kuwait's economy is developing rapidly, allowing this state to play an important role on the world stage. Kuwait, along with other Arab oil-producing countries in the Persian Gulf region, is one of a small group of developing countries that managed to enter the global fuel trading arena and make a name for themselves during the energy crisis of the 1970s.

A sharp increase in the prices of liquid hydrocarbons in the 2000s had a significant impact on the fate of this country. The stagnation in the economy was replaced by its rapid growth. At an accelerated pace, new productive forces began to be created and social strata corresponding to them began to form, capable of actively functioning within the framework of new opportunities and meeting the needs of ensuring further progress in the economic, technical, humanitarian and other spheres. These are managers of different levels, technical specialists, and the national bourgeoisie. At the turn of the XXI century, massive urbanization began, in fact, there was a revolution in energy and communications, which in a short historical period allowed Kuwait to modernize the basic components of the country's life support and fit into the world economy as a balanced partner.

Thanks to the successful exploitation of vast oil reserves, Kuwait has surplus capital, which is used both for foreign investment and for the implementation of numerous projects to develop communications, road networks, civil engineering within the country and social security.

Construction, production of consumer goods and fertilizers, and the food industry are developed here. There are industrial installations for desalination of seawater. With the improvement of the quality of education, such knowledge-intensive industries as the electronic industry, etc. have been developed. The banking sector is active in the country, and the service sector is expanding.

Kuwait has high-quality domestic and international telephone communications, including cell phones, radio relay lines, signal transmission via overhead wires, coaxial and fiber-optic cables and via satellites.

The road network has a total length of 4,450 km, of which more than 80% is paved. Oil and gas fields are connected to industrial centers and ports by pipelines. There are six seaports operating in Kuwait (the largest are Kuwait City and Mina Al-Ahmadi), to which 45 heavy-cargo ships of more than 1,000 gross registered tons each are assigned. Approximately half of the merchant fleet consists of oil tankers. Aviation communication is developed, both domestic and international, there are 8 airports. There is a helicopter connection in the country.

Kuwait is a major exporter of oil and petroleum products. Fertilizers and shrimp are also exported. The main export partners are Japan, the USA, Singapore, the Netherlands. Kuwait imports food, construction materials, machinery, and ready-made clothing. The main import partners are the USA, Japan, Great Britain, and Germany. Foreign trade has a steady positive balance.

Kuwait's economy is fairly balanced and has the potential for stable development, which leads to the introduction of innovative ideas and technical solutions in the energy industry and urban planning to increase the efficiency of infrastructure and the prestige of the state. Electric generating buildings may well be in demand in this country and contribute to its further urbanization, and this in turn determines the need to protect the invention in the State of Kuwait.
