Obtaining patent protection for innovative technical solutions in the Middle East is interesting and promising due to the availability of large investment resources and ambitious infrastructure projects. For intellectual property applicants from around the world, patenting in Arab countries is becoming an increasing priority. Obtaining a national intellectual property protection document in the Kingdom of Saudi Arabia, one of the largest and most developed countries in the Middle East, is an important event in the development of the V.O.D.A project. In fact, in the spring of 2023, work in the PCT international patenting system to obtain a national security document of Saudi Arabia for the invention Energy Generator similar to the invention Wind Power Plant was successfully completed.
Registration of the Power Generator invention in Saudi Arabia was carried out in the international patent system of the PCT (Patent Cooperation Treaty 1970). The international application for the Wind Power Plant invention PCT/RU2020/050186 published by the International Bureau (IB) of the World Intellectual Property Organization (WIPO) is available on the PATENTSCOPE portal (https://patentscope.wipo.int/search/en/detail.jsf?docId=WO2021040569). After the patent search, the international application is published as a booklet containing a standard title page, description, claims, drawings, and an international search report.
In the national patenting phase of the Power Generator solution, an application was filed with the Saudi Arabian Intellectual Property Office (SAIP) on January 24, 2022 on behalf of D.V. Tiaglin through a patent attorney. The application is registered under number 522431465.
The patenting process in Saudi Arabia is governed by a law issued pursuant to Royal Decree No. M/41 dated 2 Rajab 1424 A.H. (August 30, 2003). A formal examination of the application for the invention of the Power Generator has been conducted, during which the application is examined for compliance with the formal requirements. After successful completion of the formal examination, publication of the application information in the Official Patent Bulletin and payment of the examination fee, the substantive examination was carried out to determine whether the claimed technical solution meets the criteria for patentability. On April 15, 2023, after the completion of the expert procedures, the Saudi Arabian Patent Office decided to protect the invention nationally and issued a patent No. 12811 for the Power Generator invention with a priority of 20 years from August 26, 2019 on the application No. 2019126771 for the Wind Power Plant invention.

The policies adopted by the Saudi authorities to support the national economy have contributed to the diversification of sources and created favorable conditions for achieving GDP growth on all fronts. The large-scale initiative includes economic and financial reforms and various investment and infrastructure projects. In 2022, Saudi Arabia's GDP in current prices exceeded $1 trillion for the first time in history. The economic prospects of this country and the characteristics of the proposed technical solution Power Generator determine the high probability of development and creation of similar wind energy complexes in its territory and in the Middle East countries for their infrastructure development, increasing the energy efficiency of capital construction facilities, taking into account the environmental agenda.
