The national protection of the invention "Wind Farm" in Libya is carried out in the system of the Patent Cooperation Treaty, (PCT) (1970). The international application for an innovative technical solution PCT/RU2021/050385 dated November 19, 2021 was filed with the International Bureau (IB) of the World Intellectual Property Organization (WIPO) and published on September 9, 2022 on the PATENTSCOPE portal with the number WO 2022/186725 A1 (https://patentscope.wipo.int/search/en/detail.jsf?docId=WO2022186725). The international application is published after the patent search in the form of a brochure, including a standard title page, description, claims, drawings, and international search report.

The phase of national patenting in Libya began with the filing of an application for the invention "Wind Farm" on September 4, 2023 to the Intellectual Property Office - the Libyan authority for research Ministry of Higher Education and Scientific Research (http://innotecnor.com/institutions/lastar).

The application for the invention was sent by the patent attorney in the interests of the copyright holder of exclusive rights to the result of intellectual activity D. Tiaglin and registered with the authorized body under the number 5827/2023.

The application for the invention "Wind Farm" is subject to consideration by the Intellectual Property Office of Libya in the short term. During the consideration of the application, an examination of the conformity of the proposed technical solution with the signs of patentability will be carried out, following which a decision is expected to be made by the authorized body on the issuance of a Libyan national patent for an invention. The main legislative acts regulating relations in the field of intellectual property in Libya are the executive regulations on trademarks and the Law of 1959 on Patents and Industrial Designs and Model.

Libya has the largest oil reserves in Africa, ranks fourth on the continent in terms of gas reserves. The country is known for small deposits of potash and magnesium salts, soda, gypsum, phosphorites, gypsum, limestone, coal and clay. The country remains attractive for investment despite the ongoing conflict and political instability in the country.

Weak governance institutions, undeveloped financial sector, poor infrastructure and years of isolation due to sanctions have also had a negative impact on the private sector. Due to the internal political situation in the country, the central bank was divided into two separately functioning bodies: the Central Bank in the west of the country in Tripoli and another in the east of the country. The absence of a unified monetary policy prevents the allocation of funds for capital development projects and their implementation. In 2021, the country demonstrated high GDP growth rates (28.3%) after almost a 30% drop in 2020. Such dynamics is due to the growth of oil production and, as a result, an increase in the balance of trade and balance of payments - the increase in oil and hydrocarbon production led to an increase in budget revenues, and the inflow of currency provided economic growth. According to the IMF forecast, the country's GDP will grow to $43.8 billion in 2023, and by 2027 it will amount to $50.5 billion with a gradually decreasing rate of real GDP growth.

Libya has been a member of the World Intellectual Property Organization (WIPO) since 1976 and is a party to several international treaties in the field of intellectual property protection. Libya is not a member of the African regional intellectual property organizations: the African Intellectual Property Organization and the African Regional Intellectual Property Organization. Despite the difficult situation, scientific and engineering potential is actively developing in the country.

We hope that Libya, which has economic, scientific and engineering potential, can be considered in the future as a platform for the implementation of the W.E.T.E.R project and the construction of wind power buildings capable of determining the development of infrastructure and urban areas.
