A crown is an ornamental headband worn as a badge of royalty, sometimes to show sovereignty. In all essence, a crown is one of the symbols of power.
In this poem, the poet uses a crown to describe what power means to him.

According to Neo, the person with power is the person with good character, one who always helps others, one who is kind to others and a person who always seeks peace. If a person sought war, arrogance and used forceful means to get their way such a person is weak and without power. It might be hard to acknowledge and see that a peaceful person is a powerful person as compared to a belligerent person. That's why the poet said
"Invisible diadem expresses itself,
Through character
Neither force nor arrogance
But...
Smile and laughter
Yet dominating.

I love that this poem was succinct but yet deep. It appears to a reader like an epiphany.
