A revolution doesn't necessarily mean taking up arms, taking to streets and chanting so and so must step down or this and that must end, rather there are different ways one or a group of people can stage one.
The ultimate solution of a revolution is to bring about change from one kind of life to another (mainly for comfort), but what if the said comfort remains a dream?

Pale Blossom is a poem about a lover who wants a revolution to make peace with their soul. One can notice that the persona has been left in dilemma and it's this uncertainty that he wants to change for good. A revolution to turn upside down old memories of love, to forget the love they proclaimed to each other and lead on with a new life.
The beauty of the poem is in its title which is an oxymoron. Something "pale" is almost faded while to blossom is to be full of life and youth (especially flowers). And so, joining these two words creates a faded or weak impression.
The "rattling" sound in line one is an onomatopoeia which reveals how the persona is fidgeting with writing a letter (maybe to convince his love back). There's some bit of anaphora towards the end of the poem where some consecutive lines begin with "It's..."

The poem is heavily punctuated even where marks are not needed. Since a full stop is a ruthless commanding mark, most lines ended abruptly even when they are meant to continue flowing.
