A legal state is not understood as a state in which thousands of laws have been passed, silent words have been written. A legal state is understood as a state whose adopted laws work in practice, where the legal consciousness and legal culture of its citizens have developed. Legal consciousness is a complex of thoughts, thoughts, feelings, views and visions of people about law, political-legal phenomena, legal practice, the legal system and the desired, pending law, which are an important component of social consciousness determined by the level of development of society. Legal culture, on the other hand, is a broad concept covering the maturity of the legal system, its development, the state of legality, the attitude of people to legal requirements, law, the level of legal literacy of the vast majority of the population, their intolerance to violations of law.
Therefore, legal culture is an indicator of a person's political activity, desire for democratic reforms, a truly civil position, the foundation of a democratic society and the maturity of the legal system, which actively influences various life processes in society, helps the cohesion of citizens and all social groups, ensures and strengthens the integrity and order of society. is evaluated as a factor. It is impossible not to recognize that the process of building a legal state and a democratic society depends not only on the political activity and solidarity of the people, but also on the level of legal literacy and legal culture.
For this reason, in the following years, the President adopted a number of normative documents on improving the system of raising legal awareness and legal culture in the society. Naturally, social relations in society change rapidly in today's era of globalization. Therefore, new decrees and decisions are required accordingly. On May 24, 2024, the Decree of the President of the Republic of Uzbekistan No. PF‒80 "On further increasing the responsibility of judicial bodies and institutions within the framework of administrative reforms and forming a compact management system" was adopted. The following are defined as tasks in the relevant directions defined in this decree:
➢ to identify, analyze and eliminate legal problems encountered in the daily life of the population;
➢ development of draft legislation aimed at eliminating systemic problems identified on the ground;
➢ providing primary free legal assistance to citizens on legal matters;
➢ it is possible to recognize such as providing methodical support in the formation of the practice of applying the single right in state bodies and neighborhoods.
It is clear from the provisions of this decree that improving the practice of law enforcement serves to raise legal awareness and culture in society.
In the Regulation on the Ministry of Justice of the Republic of Uzbekistan, as a task of the Ministry of Justice, implementation of measures to ensure consistent and uniform practice of law enforcement in the activities of state administration bodies, economic associations, local state authorities; implementation of measures for legal protection of rights, freedoms and legal interests of citizens; In order to ensure the timely, complete and high-quality implementation of legislative documents and tasks, including conducting targeted and thematic analytical studies and monitoring of the situation on the ground in cooperation with the Accounts Chamber, it is established that the new decree will improve these tasks in terms of the application of law. , it can be clearly understood that the systematic alignment aimed at increasing the efficiency of the mechanism.
