The Mayor of Almalyk offered a new land plot for a branch of the Hayot shelter

The city hall of Almalyk issued a permit to build a branch of the Hayot shelter for homeless animals in spring, but in November the decision to allocate the land was canceled, it turned out that the land was in the perspective of the AGMK development. Later, the city hall offered another territory on the balance of the city instead.

Recently a report appeared in the Telegram channel Insider.uz that in Almalyk a plot of land for a branch of the Hayot shelter for homeless animals, founded by Iroda Matkarimova, is taken away without any alternative being provided.

In April, the Society for the Rescue of Stray Animals appealed to Usmon Rakhimov, who was then head of Almalyk, to allocate a plot of infertile land outside the city limits to build a branch of the Hayot shelter. On May 1, the head of Almalyk decided to allocate 1 hectare of land on the territory of Zarbulak mahalla for the construction of a shelter (the editors have copies of this and other documents). After that, the animal protection workers prepared a cadastral passport and signed contracts with the water and electricity supply companies and the Sanitary and Epidemiological Service.

In October, Kobil Khamdamov was appointed to the post of Almalyk mayor. Shortly afterwards, on November 6, animal rights defenders received a letter with the decision of the new mayor to revoke his predecessor's decision to allocate land. The explanation given was that the land allocated to the shelter was "within the development perspective" of the Almalyk mining and smelting plant. As it turned out, the decision of the former mayor, Usmon Rakhimov, was appealed by the city prosecutor's office on 27 August.

The animal rights activists appealed for clarification to the prosecutor's office, where they were told that there was no objection to the decision of the former mayor, and were advised to appeal to the AGMK. Representatives of the AGMK complex said that they had not issued a permit for the allocation of the land. A letter signed by the acting first deputy head of the AGMK was found in the enterprise's office with a refusal to grant the land plot to the shelter. It should be mentioned that the volunteers sent their request to the city administration on April 17, and to the management of AGKM even later, nevertheless, the refusal to provide the land was dated April 14, and moreover, the documents were not printed on the official letterhead and had no official seal.

On December 2, the Telegram Channel of the newspaper "Almalyksky Rabochiy" published a response of the press service of the Almalyk City Administration on this matter: "Representatives of the City Administration sent a letter to AGMK on the occasion of allocation of land for the shelter once, and the letter of refusal dated 14 April is a response to the request of the Deputy Mayor, as indicated in the beginning of the letter, "response to request #04-6/447 dated 19.03.2020".

In the light of the public resonance, on December 3, Almalyks Mayor Kobil Khamdamov held a meeting with volunteers, at which he offered them to replace 1 hectare of land in the micro-district, which is located in the Pskent district, but is on the balance of Almalyk. The plot can be provided for temporary use for 55 years and without the right to install capital structures.

Shelter branch coordinator Sevil Abdulayeva informed Gazeta.uz that the city administration promised to compensate the costs incurred by the volunteers during the construction and installation work on the former site.

Volunteers are back to square one: they will have to collect documents and make cadastral passports again, and transport the enclosures and animals.
