В настоящее время в Беларуси нет действенного законодательства против чрезмерных нарушений прав человека. На карту поставлено здоровье и жизнь человека. Я отчаянно пытаюсь привлечь внимание всего мира к этим вопросам.
Тысячи граждан нашей страны оказались в тюрьмах, следственных изоляторах и изоляторах временного содержания за отстаивание своих прав на свободу слова и выбора. Многие были осуждены по сфабрикованным делам и получили обременительные и немыслимые приговоры. Фактически они Узники совести.
Кроме того, власти продолжают плохо обращаться с людьми в тюрьмах и центрах содержания под стражей, не позволяя квалифицированному медицинскому персоналу добраться до нуждающихся и отказывая в необходимой медицинской помощи. Диктаторский режим в Беларуси использует отказ в предоставлении соответствующей медицинской помощи в качестве наказания и пыток заключенных.

Обращаю ваше внимание на следующие случаи, когда заключенным отказывают в медицинской помощи:

1. У Антонины Коноваловой центральный атрофический хориоретинит обоих глаз. Амблиопия. Близорукость. Астигматизм с кератоконусом. В детстве она была инвалидом по зрению, пока ей не исполнилось 18 лет. После двух спинальных наркозов, сильные боли в спине. Она находится в ИК-4 без какой-либо медицинской помощи.
2. У Алексея Губича редкое заболевание глаз - кератоконус. Если вовремя не прооперировать, болезнь приведет к слепоте. Операцию планировали на осень прошлого года, но он попал в тюрьму. Он находится в ИК-15.
3. У Артёма Боярского больное сердце, блокада ветви правого желудочка. Он находится в тюрьме-4.
4. Владимир Малаховский болен раком 3 стадии, испытывает сильную боль, связанную с заболеванием. Он находится в ИК-22.
5. Ксения Луцкина страдает бронхиальной астмой и каверномой головного мозга. Кавернома растёт. У нее все время болит голова и ей постоянно требуются обезболивающие. Она находится в СИЗО-1.
6. У Никиты Золоторёва эпилепсия. Это несовершеннолетний, находящийся в крайне подавленном состоянии. Подвергается психологическому давлению. Он не принимает лекарства от основных заболеваний. Он находится в ВК-2.
7. Полина Шаренда-Панасюк страдает хронической травмой позвоночника и синдромом Жильбера (заболевание печени). Она подвергается физическим и психологическим пыткам. Она находится в ИК-4.
8. Роман Багновец не имеет точного диагноза, но у него проблемы с почками. После избиения 9 августа родственники присылали ему лекарства, чтобы он оставался в живых. Он находится в ИК-1.
9. Игорь Лосик имеет проблемы со здоровьем после длительной голодовки, психологические проблемы, суицидальные мысли. Он находится в СИЗО-3.
10. Леонид Судаленко болеет диабетом, гипертонией и нуждается в лекарствах. Он находится в ИК-3.
11. Татьяна Ласица страдает анемией и бронхитом. Во время суда она потеряла сознание из-за своего хронического заболевания. Она находится в СИЗО-3.
12. Марфа Рабкова теряет сознание, но медосмотр не завершен. Ей отказали в стоматологическом лечении, к тому же она выглядит очень бледной и уставшей. Она находится в СИЗО-1.
13. У Сергея Монича межпозвоночная грыжа, травма почки после побоев. У него постоянная внутренняя боль. Он находится в ИК -15.
14. У Галины Дербыш не работает рука, онкология. Находится в Тюрьме-1.
15. У Григория Кондрусёва онкология. С каждым днём ему становится всё хуже.Он находится в СИЗО КГБ.
16. Вячеслав Рогащук жалуется на боль в голове; у него постоянный шум в голове. Врач СИЗО диагностирует кровоизлияние и сотрясение мозга или травму головы. Он находится в ИК-22.
17. Денис Ивашин перенёс сердечный приступ в тюрьме. Он находится в тюрьме-1.
18. У Андрея Войнича осталась лишь малая часть его печени. У него цирроз печени и диабет. Ему требуется пересадка печени. Андрей может съесть очень мало из предписанного тюремного меню. Он находится в ИК-15.
19. У Владимира Гундаря из-за голодовки ухудшилось здоровье. У него высокое кровяное давление. Одна нога частично ампутирована. Он пользуется протезом, но его лишили права пользоваться протезом. Владимира поместили в карцер. Он находится в тюрьме-1.
20. Ольга Класковская была жестоко избита и доставлена в больницу с сотрясением мозга и черепно-мозговой травмой во время задержания 14 октября 2020 года. Она перенесла несколько операций во время заключения. У неё ухудшается зрение. Она находится в СИЗО-7.
21. У Дмитрия Гопта умственная отсталость, энурез. Он находится в ИК-3.
22. Лариса Кузьменко страдает клаустрофобией, депрессией и тревогой. Она находится в СИЗО-3.
23. У Андрея Скурко диабет. Он находится в СИЗО-1.
24. Юрий Прохоренко страдает психическим расстройством, депрессией, паническими атаками после избиения в августе 2020 года.
    Он находится в СИЗО-3.
25. Сергею Верещагину требуется медицинское обследование и лечение, которое требует как минимум госпитализации. Сергей страдает сильной болью, онемением в левой части тела и потерей зрения. Состояние здоровья Сергея ухудшается с каждым днем. У него постоянное головокружение, темнота в глазах и онемение всей левой части тела. Он находится в тюрьме-1.
26. У Федуты Александра острая сердечная недостаточность, был приступ стенокардии и аритмии. Находится в СИЗО-1.
27. У Руслана Слуцкого доброкачественная головная опухоль, которая причиняет ему сильные боли. Невыносимые боли в спине. Он находится в СИЗО-2.
28. Максим Рожков имеет вторую группу инвалидности. Он в СИЗО-3.
29. У Соловьева Евгения заболевание головного мозга, нуждается в срочной операции. Находится в СИЗО-3.
30. Елена Мовшук находится подавленном психологическом состоянии, жалуется что отнимаются ноги. Она находится в ИК-24.
31. У Андрея Рунцо третья группа инвалидности. Находится в следственной тюрьме 8.
32. У Дмитрия Горбача третья группа инвалидности. Находится в тюрьме-1.
33. У Дмитрия Мишаковского вторая группа инвалидности по зрению, теряет зрение и нуждается в операции. Был жестоко избит берцами по голове в августе 2020. Крошились зубы после избиения. Попытка суицида. Находится в СИЗО-1
34. У Заломского Дмитрия инвалидность по слуху, глухонемой. Находится в ИК-17.
35. У Евгения Баровского сильный кашель, головные боли и гайморит. Он находится в ИК-15.

В связи с отсутствием эффективного законодательства против этих чрезмерных нарушений прав человека, которые в настоящее время продолжаются в Беларуси и которые оказывают такое разрушающее воздействие на здоровье и жизнь людей, я вынужден/а привлечь внимание международного сообщества к этим вопросам.

Помогите нам спасти наших людей.

There is no effective legislation against the excessive human rights violations currently happening in Belarus. Human health and life are at stake. I am seeking desperately to bring these issues to the attention of the world.

Thousands of citizens of our country have ended up in prisons, pre-trial detention centres and temporary detention centres for asserting their rights to freedom of speech and choice. Many have been convicted in trumped-up cases and have received onerous and inconceivable sentences. They are effectively Prisoners of Conscience.
Furthermore, authorities continue the mistreatment of people in prisons and detention centres, by not allowing qualified medical personnel to reach those in need and by denying necessary medical care. The dictatorial regime in Belarus uses the refusal to provide appropriate medical treatment as punishment and torture of prisoners.
I must draw your attention to the following cases of incarcerated individuals who are being denied medical care:

1. Antanina Kanavalava has central atrophic chorioretinitis in both eyes. Amblyopia. Myopia. Astigmatism with keratoconus. She was registered visually impaired as a child until she was 18. After two spinal blocks continues to experience back pain. She is in Penal Colony-4 without any medical care.
2. Alexei Gubich has a rare eye disease — keratoconus. If he is not operated in time, the disease will lead to blindness. The operation was planned for last autumn, but he ended up in prison. He is in Correctional Facility-15
3. Artyom Bayarski has heart condition, right ventricular branch block. He is in Prison-4
4. Uladzimir Malakhouski is sick with stage 3 cancer, experiencing severe pain associated with the disease. He is in Penal colony-22.
5. Kseniya Lutskina has bronchial asthma and a cavernoma in the brain. Cavernoma gets bigger every day. She has a headache all the time and requires constant painkillers. She is in Pre-trial Detention Centre -1.
6. Mikita Zalatarou has epilepsy. He is a juvenile who is in an extremely depressed state. Subjected to psychological pressure. He is not receiving medication for the underlying medical conditions. He is in Juvenile Colony-2
7. Palina Sharenda-Panasiuk has chronic spine injury and Gilbert syndrome (liver disorder). She is physically and mentally tortured. She is in Penal colony-4.
8. Raman Bahnavets has no precise diagnosis, but has kidney problems after receiving a beating on 9 August, relatives sent him medicines to keep him alive. He is in Penal colony-1.
9. Ihar Losik has health problems after a long hunger strike, psychological issues, suicidal thoughts. He is in Pre-trial detention centre-3.
10. Lеаnid Sudalenka has diabetes and hypertension and requires medicines. He is in Penal Colony-3.
11. Tatsiana Lasitsa has anemia and bronchitis. She lost consciousness because of her chronic disease during the trial. She is in Pre- trial detention center-3.
12. Martha Rabkova loses consciousness, but medical examinations was not completed. She was refused dental treatment and also looks very pale and tired. She is in Pre-trial detention centre-1.
13. Siarhei Monich has an intervertebral hernia, and a kidney injury after a beating. He has constant internal pain. He is in Penal colony-15.
14. Halina Dzerbysh: her hand does not work, oncology needs. Located in Prison-1.
15. Rygor Kondrusiov has oncology needs. His condition gets worse every day. He is located in the KGB pre-trial detention centre.
16. Vyacheslav Rogashchuk complains of pain in his head; he can hear a constant noise in his head. A doctor in a pre-trial detention center diagnoses hemorrhage and concussion, or head injury. He is in Penal colony-22.
17. Dzianis Ivashyn has had a heart attack in prison. He is in Prison-1
18. Andrei Voinich only a small part of his liver remaining. He has liver cirrhosis and diabetes. He requires a liver transplant. Andrey is able to eat very little of the prescribed prison menu. He is in Penal colony-15
19. Uladzimir Gundar because of hunger strike, his health has deteriorated. He has high blood pressure. One leg is partially amputated. He uses a prosthesis, but he was deprived of the right to use his prosthesis. Vladimir was placed in a punishment cell. He is in Prison-1.
20. Volha Klaskouskaya was severely beaten and taken to the hospital with a concussion and traumatic brain injury during her arrest on October 14, 2020. She had several surgeries in custody. Her sight is getting worse. She is in Pre-trial detention centre-7.
21. Hopta Dzmitry has mental retardation and enuresis. He is in Penal colony-3.
22. Larysa Kuzmenko has claustrophobia, depression and anxiety. She is in Pre-trial detention centre-3
23. Andrei Skurko has diabetes. He is in Pre-trial detention-1
24. Jury Praharenka has mental disorder, depression, panic attacks after he was beaten in august 2020. He is in Pre-trial detention centre-3.
25. Siarhei Verashchahin needs medical examination and treatment, which requires hospitalisation at the very least. Sergej is suffering from great pain, numbness in the left side of the body and loss of eyesight. Sergey's health condition is getting worse every day. He has constant dizziness, darkness in his eyes, and numbness all over the left side of his body. He has difficulty talking and moving around. He is going blind. Не is in Prison-1.
26. Aliaksandr Fiaduta had acute heart failure. He has angina and arrhythmia. Alexander is in Pre-trial Detention Centre-1.
27. Ruslan Slutski has been diagnosed with a benign head tumor that causes him severe pain. He suffers from unbearable back pain. He is in the Pre-trial Detention Centre-2.
28. Maksim Razhkou is in the second group of disabilities. He is in Pre-trial Detention Centre-3.
29. Yauhen Salayjou has a brain disease. He needs urgent surgery. He is in Pre-trial Detention Centre-3
30. Alena Maushuk is in a depressed psychological state. Elena complains that she does not feel her legs. She is currently staying in in Penal Colony-24
31. Andrei Runtso has the third disability group. Located in prison-8
32. Dzmitry Gorbach has the third group of disabilities. He is in Pre-trial Detention Centre-1.
33. Dzmitry Міshakouski has the second group of visual impairments. He is losing his sight and needs an operation. He was severely beaten on the head by wrestlers in August 2020. Dmitry's teeth are crumbled. He had been beaten by the police. He attempted suicide. Dmitry is in Pre-trial Detention Centre-1.1.
34. Dzmitry Zalomski has a hearing disability. He is deaf and mute. He is in Pre-trial Detention Centre-3.
35. Еvgeniy Barouski has a bad cough and complains in pain in his head. He is in Penal colony-15.

In the absence of effective legislation against these excessive human rights violations currently ongoing in Belarus, with such dire effect on human health and life, I am compelled to expose these issues for the attention of the international community.
